On July 28, 2023, a scientific and practical conference was held at the Center for Strategic Research under the President of the Republic of Tajikistan on the topic “Formation and development of the “green” economy as one of the directions of ensuring the economic security of the Republic of Tajikistan”.
Director of the Center for Strategic Research under the President of the Republic of Tajikistan, Doctor of Philosophy, Professor Khayriddin Usmonzoda opened the conference with an introductory speech, welcomed those present and noted that the purpose of today’s conference is to analyse, discuss and assess the formation and development of “green” economy as one of the directions of ensuring economic security of Tajikistan in the light of the next Address of the President of the Republic of Tajikistan to the Majlisi oli of the Republic of Tajikistan.
It is undeniable, that the Republic of Tajikistan is entering a new stage of development. The development of the country’s economy, along with the available resources, also comes from new sources and other directions. Implementation of this programme in the future will make our country one of the producers of «green» electricity in the region, increasing the production of final products with high added value, environmentally friendly products. It should be noted that today there is a great demand for environmentally friendly products in the world markets, and countries are paying more attention to this, and we have an opportunity to increase the production of such products and their export. It is for this purpose that the Leader of the Nation, President of the Republic of Tajikistan, his excellency Emomali Rahmon emphasized that «to advertise and present the environmental benefits of industrial products manufactured using «green energy», it is necessary for domestic enterprises should take measures and obtain a certificate of «green production» from the authorities of specialised international organisations.»
The Republic of Tajikistan has an opportunity to realise the development of «green» economy and «green» energy and can become one of the leading countries in the region. It is for the purpose of implementation of «green» projects that the President of the Republic of Tajikistan his excellency Emomali Rahmon in his regular Address proposed to widely introduce the mechanism of financing special funds for the implementation of targeted programmes and projects for the development of «green» economy, including green energy. Also, the relevant ministries and agencies have been instructed to take measures to attract «green» financing for the implementation of projects in industry and infrastructure of the country, especially projects of environmental and food importance.
On 30 September 2022 was adopted the «Strategy for the development of green economy in Tajikistan for 2023-2037». The amount of funding for this strategy is 21.6 billion TJS. The law covers the period from 2023 to 2037. The aim of “green” economy development is adaptation to climate change, reduction of greenhouse gas emissions, efficient use of natural resources, attraction of investments and energy efficient technologies.
Tajikistan plans to reduce greenhouse gas emissions to the minimum for the last thirty years. At the same time, Tajikistan’s contribution to total greenhouse gas emissions is small, and the country takes 130th place in the ranking.
«Green» economy in the broadest sense is a way of economic activity that reduces the risk to the environment and destruction of nature. In a narrow sense, “green” economy can be interpreted as a technology of processing, production and use of equipment to control and reduce emissions of pollutants and greenhouse gases, monitoring and forecasting climate change, as well as energy saving and renewable energy technologies. The concept of «green economy» entered the scientific terminology in 1989 and has been widely used in the literature, and is included in the UN Sustainable Development Goals.
The main objective of today’s conference is to share best practices and knowledge in the direction of formation and development of “green” economy in Tajikistan. We hope that the results and assessments of the conference participants will contribute to the progress of the national economy of our country, and the proposed recommendations will be implemented, — Khayriddin Usmonzoda said at the end of his speech.
Then the scientific and practical conference began its work. In front of the audience spoke the head of the Department of Analysis of Macroeconomic Issues of the Center for Strategic Research under the President of the Republic of Tajikistan, Candidate of Economic Sciences, Associate Professor Oraz Murtazoev on the topic «Effectiveness factors of the «green» economy in the development of the national economy», Candidate of Economic Sciences, Associate Professor of the Department of Finance and Insurance of the National University of Tajikistan Umarjon Sharopov on the topic «The main factors for increasing the attractiveness of investment in the energy sector in the regions of the Republic of Tajikistan», associate professor of the department of international relations of the Tajik State University of Commerce Gafur Rasulov on the topic «Possibilities of production and export of renewable energy in the Republic of Tajikistan», associate professor of the department of finance of the State University of Finance and Economics of Tajikistan Gulmahmad Oymahmadov on the topic «Financial problems with the organization of the «green» economy».
After the presentation, there was an open exchange of opinions, questions and answers, and expressions of views.
The Director of the Center for Strategic Research under the President of the Republic of Tajikistan Khayriddin Usmonzoda concluded and summarized the conference, thanked the participants of the conference for their active participation and expressed hope that this scientific and practical conference will contribute to the further improvement of the economic security of the Republic of Tajikistan.
The conference was held in the spirit of sincerity, good understanding and constructive dialogue.
